The certificate is complete in every respect but one. Ornate border. Cream stock. Gold seal, applied straight. A real date, two signed lines. Centered in engraved script:

The sentence ends there. As printed, it is complete.
They'll read it twice. Completed what? There is no course named, no program, no dates, no hours logged — only the documented fact of completion, congratulated in full. The certificate has nothing more to add and doesn't intend to.
What gives it authority is that it's never wrong. Everyone has completed something. It just certifies the fact, on paper heavy enough to end the discussion. Present it in person with a firm handshake, or mail it flat behind cardboard marked DO NOT BEND, so the postal service treats the achievement with the same care you do.
Make It Worse

- Enclose a wallet-sized copy, for occasions requiring proof of completion
- Issue a continuing-completion certificate each year thereafter
